Some brainless cats seem to have absolutely no one home, it is as though they are left on automatic mode. But others almost seem to have too many souls in their body all fighting for control simultaneously, resulting in a cat that is completely catatonic essentially due to an inability to process the internal battle raging in their minds. And this cat most certainly looks to belong to the second kind. If you listen closely enough you can almost hear the voices arguing over what to do next and who has control over the body. That, and there might be a few threats thrown in there too, hence the shocked expression.

One of the many problems of having a cat with zero brain cells is that from time to time they will just get stuck. It is as though their already low brain power completely drains and there is no more directive, nor energy left in their tiny minds with which to operate. Some cats are able to overcome this by recharging themselves with the sun, a process us cat lovers have come to call felinesynthesis. But for those cats who do not have this innate ability it can be much tougher to regain motor control over their bodies. Those cats have to resort to being snapped out of it, but that requires a hooman to offer them treats and if there is no hooman around to do so they can be stuck like that for hours.
